    Description

    Puppeteer is a negotiation tabletop game, based on the universe of the strategic prequel Electioneer. This time players play as party leaders to vote and make agreements among themselves to allocate the districts of Hong Kong. Players may win by being the Puppet or the Puppeteer.

    The game plays over a total of 6 rounds.
    In convention phases of each round, candidates may freely negotiate with one another and make agreements to trade your voting decision and influence cubes in that round. Once an agreement is dealt, it is normally enforced for that round. Then all candidates cast their votes. The candidate with the most votes wins the election in this round and he can allocate Zone cards to all candidates. If there is a tie, the leading candidates with most votes will enter Black Box phase to battle each other by bidding influence cubes.

    Two types of winners
    At the end of the game, VPs will be scored to the candidates who have majorities in each of the 5 regions.
    Puppet: Candidate with the highest VPs wins the game.
    Puppeteer: Candidate who holds the most Puppet’s influence cubes also win the game together.
