Each player starts with their five major cities on the table, and a hand of five cards. The cards in the game can either be unit cards representing regiment, and brigade sized units. Factories and population center cards that are used to produce two types of currency production, and manpower. By exhausting production, and manpower you may bring more combat units to bear against your enemy. the ultimate goal being to strike major blows to the enemy players five major cites and render their nation combat ineffective thus winning the game. But be ware the character cards such as Mao and Chiang these cards give all their units special buffs in combat and morale. But to counter this the player has one more type of card the political event cards, and propaganda cards these are used to assassinate the other players characters call on a major strategic bombing offensive, and boost a nations national will to fight.
