Description from the designer:

Empires of the Clouds is a worker placement game for 2-4 players. Players take control of an airship company during the golden age of aviation. Each round players will upgrade their airships, research new technologies, seek out investors, woo clients, and fill their passenger manifests. At the conclusion of each round the airships take flight. Players earn points and cash by completing flights and manipulating passenger manifests.
