These two abilities stack. However, at the start of the game they only have a two in each crew stat. This is by far the weakest start of any captain, but they have the unique ability to shift their stat bonuses to whatever stat they need for the current situation. As the game progresses and they control and conquer more of the galaxy, their power grows and if left unchecked can quickly eclipse everyone else.
