    Description

    This free web-published mini-expansion features 3 Terror of the Legions cards. Each province has two cities with Eagle Standards. For every three cities with Eagle Standards you conquer, you receive the Terror of the Legions card, which is worth 1 VP. The game end condition is increased from 10 to 11 VP.
