Win by destroying all of your opponents Fleets. Industrial Capacity is built up and damaged by both sides during play and determines Fleet Production. Air Power determines Victory in Battles. Superior Sea & Ground Forces can cause additional defeats on the loser. Superior Leadership and Intelligence factors allow extra card draws needed to win battles.
